Find your gaps before the state inspector does.

Ohio’s Division of Cannabis Control can walk into your dispensary unannounced, any day. Red Team Compliance audits your store the way an inspector would — security systems, surveillance, inventory controls, and records — so you hear about the gaps from us first, in writing, with a plan to close them.

Built by a U.S. military veteran and district loss prevention manager — from the internal-theft side of the business, where most cannabis losses actually start.

The stakes

The threat is already inside the store.

Guards and cameras answer the robbery question. They don’t answer the one that actually costs operators money: who is taking product and cash out the inside door, and where did the count stop matching the shelf? In 2026, a Jackson, Ohio dispensary closed during a state investigation. Enforcement is not theoretical — and the losses underneath it are mostly internal.

1.5–2%
of revenue lost to shrink in cannabis retail. For scale, the retail-wide average across all industries is 1.6% (National Retail Federation).
$75K+
a year in shrink on a $5M dispensary at that rate — every year, quietly, whether anyone counts it or not.
Day one
when an unannounced DCC inspection can land. There is no scheduling around it — readiness has to already be true.

A camera that records is not the same as a camera system that gets tested, played back, and retained to rule.

What an inspector actually tests

They don’t ask whether the alarm works — they trip it. They don’t ask whether video is retained — they ask for last Tuesday at 2 a.m. They open the vault log against the footage and count product against Metrc. Our audit runs the same tests, in the same order, before they do.

The audit

Fourteen sections. Test, don’t ask.

The full Compliance & Shrink Audit is built on Ohio’s Division of Cannabis Control inspection framework (OAC Chapter 1301:18), with each section scored Pass / Fail / N/A and every finding rated Critical, High, or Medium.

01

Governance & SOPs

Written security procedures on file, current, and matching what staff actually do.

02

Perimeter & Alarms

Alarm zones, sensors, and monthly test logs — verified by tripping them, not reading about them.

03

Surveillance & Retention

Camera coverage, blind spots, playback, overnight hours, and retention to the current rule.

04

Access Control & Badging

Who can be where, badge discipline, and terminated-employee access actually removed.

05

Vault, Safe & Cash

Vault logs against camera footage, retail quantities on the floor, and cash movement.

06

Point of Sale & Cash Controls

Register discipline, voids and discounts, cash counts, and drop procedures.

07

Inventory & Metrc Reconciliation

Physical-to-system sample counts, attestations, and where the numbers stop agreeing.

08

Receiving & Deliveries

Manifest verification, intake counts, and the hand-off nobody usually watches.

09

Waste, Returns & Recalls

Destruction witnessing, return handling, and recall records an inspector can follow end to end.

10

Secure Limited-Access Areas

Who enters, how it’s logged, and whether the door discipline holds on a busy Saturday.

11

Training & Staff Records

Security training documented, current, and provable for every employee on the floor.

12

Record Retention & Logs

Visitor logs, incident logs, camera-test logs — complete, retained, and retrievable.

13

Incident Response & Inspection Readiness

What happens in the first hour after an incident — and the first ten minutes of an inspection.

14

Packaging & Labeling Shelf Sweep

Every product on the shelf against the October 2026 rules — package-size limits, potency and serving caps, label completeness, required warnings, and receiving and quarantine controls.

+

Shrink exposure estimate

Every Tier 2 audit includes a physical-to-system inventory sample count with a dollar estimate of what the gap is worth.

+

Inspection-readiness score

One scored scorecard against an inspection-ready threshold, so ownership sees the whole picture on a page.

Deliverable 1

Bound audit report in 7 business days

Plain language, findings ranked Critical / High / Medium — written for owners and managers, not lawyers.

Deliverable 2

Corrective-action plan

A working table in the state’s plan-of-correction format, with an owner and a due date on every item.

Deliverable 3

Findings call + 30-day recheck

A 60-minute call with ownership or management, then a recheck of every Critical item 30 days later.

Services & pricing

Fixed fees. No hourly meter.

Four ways to buy, priced so the first step is easy. Every fee is per licensed premises, and the price quoted is the price invoiced. Priced against what’s at stake: a $70,000 license that can be cited, suspended, or lost on one inspection.

Not sure which tier fits?

Pick the line that sounds like your store. We’ll point you at the right starting point — the final call is always a 15-minute conversation, not a sales pitch.

Tier 1Half day on site

Readiness Scan

$950flat / store

A half-day, inspector’s-eye pass over the five areas that generate the most citations. An honest first answer, without committing to the full audit.

  • Camera coverage, playback, and retention spot-check — including overnight hours
  • Alarm, access-control, and secure limited-access area walk
  • Vault and safe discipline: logs, retail quantities, cash movement
  • Last 4 weeks of inventory attestations and visitor / incident logs
  • One-page findings memo within 3 business days, ranked by citation risk
Start with a scan

Full credit: book Tier 2 within 60 days and the entire $950 comes off the audit fee.

Tier 2Flagship

Compliance & Shrink Audit

$3,500flat / store

The full-day, 14-section audit run the way a state inspection is run. Trigger the alarm, play back last Tuesday at 2 a.m., open the vault log against the camera, count product against Metrc. Adverse-event readiness is in it too: in October 2026, DCC pulled Vext’s Vapen vape line off Ohio shelves over two adverse health events, so we verify your response — adverse-event logging, batch quarantine and traceability, and cooperation with a Division hold. Most operators start here.

  • All 14 sections, scored, with severity-rated findings (Critical / High / Medium)
  • Physical-to-system inventory sample count with shrink exposure estimate
  • Inspection-readiness scorecard plus corrective-action plan in plan-of-correction format
  • 60-minute findings call with ownership / management
  • 30-day recheck of every Critical item (phone and records review)
  • Post-citation remediation — a follow-on if the state cites you: most single-issue remediations land at $1,500–$2,500
Book the full audit

Bound report within 7 business days. On-site verification visit available as an add-on.

Tier 3Ongoing retainer

Compliance Partner

$1,250/ month / store

For operators who want readiness handled, not remembered. $15,000 a year — less than a quarter of one biennial license renewal, spread monthly.

  • One full Tier 2 audit per year, plus three quarterly mini-audits on rotating sections
  • Monthly remote review: inventory attestations, incident log, camera-test log
  • SOP and security-plan updates as Ohio renumbers or amends its rules
  • Phone support during a state inspection, and corrective-action drafting after one
  • Quarterly new-hire security training session (up to 90 minutes, on site or remote)
Talk retainer

12-month agreement, billed monthly; additional stores $950/month each. Either side may end with 60 days’ written notice.

Tier 4By scope

Investigations

$3,500flat / single store

The audit finds the shrink; the investigation names the cause. Scoped after a Tier 2 audit and quoted flat before work starts — no hourly meter.

  • Single-store internal theft / diversion investigation — $3,500 flat
  • Multi-subject, multi-store, or ORC-pattern work — $5,000–$7,500 per scope, quoted flat once the records picture is clear
  • Expenses at cost — travel and records fees passed through with no markup
  • Scoped after a Tier 2 audit, so the records picture is clear before anyone is quoted. (Booked once the Ohio Class B PI license issues.)
Scope an investigation

Quoted flat in writing after the Tier 2 audit — the price quoted is the price invoiced.

Why Red Team

Built on loss prevention, not just locks and cameras.

Most cannabis security consulting comes out of law enforcement or hardware installation: it asks whether the cameras work and whether the doors lock. Red Team Compliance comes out of retail loss prevention — the discipline that asks who is stealing, how, and where the counts stopped matching the shelf.

That lens matters because the recurring losses in this industry are internal: the unlocked vault, the voided sale, the inventory adjustment nobody questioned. Robbery makes the news. Shrink makes the P&L.

Red Team Compliance is veteran-owned and Ohio-based, serving licensed dispensaries statewide from Columbus.

The founder

  • U.S. military veteran — service discipline applied to audit work: test, document, verify.
  • District loss prevention manager leading a 20-person team of supervisors and officers at a national retailer.
  • Career spent on internal theft, organized retail crime, and inventory shrink — the engage-and-recover side of the store.
  • Audit instrument modeled on the Division of Cannabis Control’s own inspection framework, section by section.

Licensing, stated plainly: audits, training, and consulting are available now. Work that requires a licensed investigator under ORC Chapter 4749 is performed only once the Ohio Class B Private Investigator license has issued — Tier 4 investigation dates are booked subject to that license.

Questions

Asked by operators, answered straight.

We just passed an inspection. Do we still need this?
Passing once means that day went well. Inspections are unannounced and recurring, staff turns over, and rules get renumbered — Ohio is mid-renumbering of its cannabis rules into OAC Chapter 1301:18 right now. Most operators use Tier 2 as an annual readiness check and Tier 1 when a new manager takes over a store.
Is this legal advice?
No. Red Team Compliance is a security and operations audit, not a law firm. We test your store against the state’s inspection framework and hand you a corrective-action plan; for legal interpretation or enforcement defense, you want Ohio cannabis counsel — and catching the gaps early is how you avoid needing them.
What if the state walks in while you’re auditing us?
Then you get a free rehearsal review: we step back, let your team run the inspection the way we’ve been practicing it, and debrief afterward. Tier 3 partners also get phone support during a live inspection and help drafting the corrective action if anything is cited.
Who sees our findings?
Only the client of record. Findings, counts, and shrink estimates are delivered to the ownership or management contact you name — never shared, never used as a case study with your name on it. A clean report is yours to show a landlord, lender, or insurer if you choose; a rough one stays between us.
We have cameras and an alarm company. Isn’t that covered?
Hardware is half the requirement. The state also requires written procedures, monthly testing, retention, logs, and access discipline — and installers don’t test whether any of it holds up procedurally. We regularly find systems that record beautifully and retain for half the required window, or alarms that have never actually been tripped.
How fast can you get here?
Start with the 15-minute call. Tier 1 scans are typically scheduled within two weeks; Tier 2 audits within three. If you’re holding a fresh citation with a response deadline, say so on the call — remediation work jumps the queue, and rush reports (3 business days) are available as an add-on.
